They do, but it is not even remotely cheap. Some libraries have access to it.

Issues of Variety from 1905 to 1949 can be searched and downloaded for free via Media History Digital Library.

If you are near Los Angeles, the Margaret Herrick Library has access to the full Variety archives, except you have to pay to print anything.

This is a new Variety Archives site from Variety as a relaunch. It costs money to use so not much interest to me at this time, though.
