The Donner Party

Was there ever a silent or talkie movie made about this survival in California's Sierra Mountains in the mid 1800s where they ate other humans to survive or was this topic too sensitive to be filmed and made into a movie?

I am not familiar with any silents or early talkies made based on this incident - only those made in recent years:

I don't think that the local censors or the studio heads had any interest in filming this story during the silent era.

According the the trades the producers of the 1924 fifteen part serial Days of '49, set against the backdrop of gold rush era Kollyforniah, intended to have a segment on the Donner Party, although it's unclear whether it made it into the final film or not.
