It's Great to be Young (1946)

Does anyone know if this film has been available? I am asking for my neighbor, she played Anita. I'd love to find a copy for her 91st birthday. http://www.imdb.com/title/tt0038649/

Not having much luck googling.

A vast swathe of Columbia b-pictures from the 1940s seem to be completely unavailable, unfortunately. Many are impossible to find even on the grey market. Heaven knows I've bent poor Mike Schlesinger's ear about it enough times - he tried his best to interest Sony in some reissues, but to no avail. The only thing I could suggest is writing to Sony directly.

As Brooksie says, most of those Columbia Bs from the 1940s are tough to find. There were 16mm prints struck on many of them for 1950s and 60s TV packages. Apart from finding one of those prints, your best bet would be a bootlegged DVD-r made from one of them. Unfortunately, chances are such a transfer would be of the "home made" variety and of dubious quality.
