For those interested (including myself), I have listed films which have lavish costumes:

1. Topaze
2. King Kong
3. La Cucaracha
4. The Age of Innocence
5. The Gay Divorcee
6. Roberta
7. Old Man Rhythm
8. Top Hat

Is the list confined to then-contemporary movies? Otherwise, there's that trifle, Marie Antoinette (1938).

I think Scott's list is more on target than the first one. Based on my recollections of films that I was particularly impressed with the wardrobe (and MARIE ANTOINETTE (1938) has to top any list) is MAYTIME (1937) and A TALE OF TWO CITIES (1935) , both no-brainers really.

For some reason, the original list is mostly (all? I haven't checked) restricted to RKO films, without having specified it as such.

They are from B.B. Kahane's reign as RKO's Vice President (April 13, 1932-August 9, 1936). RKO is, in a way, the most important movie studio of all time. It released the first film in full color (which was produced by Pioneer Pictures).

If you are limiting your choices to this one studio and this one period in it's life, I am surprised you did not mention DANCING PIRATE. Whatever it's merits as a film, in color or the more commonly seen b/w version, it's costumes are more lavish than anything seen in KING KONG, or many of your other choices.
