Don't think that is true. Peter Cook was the one who wanted to buy his master tapes but wasn't allowed to. What the pythons did was smuggle out some copies or possibly master tapes, not sure.
Also, it was common practice and not just the BBC. The others did it too, you won't find the 1st series of The Avengers for example. Other countries have similar stories.
