What does "two copies of one reel" mean?

Does that refer to a duplicate of one reel?

What is the context ?

I supose it cab be a lab mistake packing a film, for distribution, with two reel of a given number, like two copies of reel 2, intead one reel 2 and one reel 3.
Or it can be a film preservation case, like searching for footage of a film in a archive, and there were more than one copy for the film but with some reels lost or some decomposed, and they found some reels and for reel 4 (let's say) there was two copies.
Or a duplication mistake, repeeting the same camera negative or master reel, when preparing a preservation copy.

Problably they got 2 reels while searching footage for the movie, or one of the copies went to theater with repeated reels for reel 2.
Can't say more without details.
