Does anyone know if this Charley Chase silent short is on DVD in a collection or as an extra?

Yes, it is an extra on this German Laurel & Hardy DVD:

Blackhawk sold it in 16mm for a long time. I'll be happy to screen it for you if you are ever in town...

Not all that odd. The DVD was originally put out and distributed by the German company Kinowelt, who subsequently declared bankruptcy and was then acquired by Studio Canal.
